Learning Scouting paperwork:

 
                   

We are reminded every year at rechartering that not every Scout leader understands the paperwork requirements of Scouting. Corrections have to be made to recharter paperwork every year. We hope to improve this by making everyone more knowledgeable about paperwork requirements.

  1. Every participating adult must be registered. Adult applications must be submitted for any adult not appearing on a unit roster. Make sure that all signatures are secured in advance. List these volunteers on an "adult" overflow sheet.
  2. Youth applications must be submitted for any youth not appearing on the unit roster. All additional youth must be listed on a "youth" overflow sheet.
  3. Tiger adult partners are not official Scouting volunteers. Every Tiger Cub must have a partner. To register them as an adult leader with the Pack, they have to fill out an adult registration form. An adult partner may serve as a volunteer in any official position as long as they are registered in that capacity.
  4. A charter is not considered complete until it can clear all the checkpoints in terms of the correct number of adults, proper signatures, birth date and proper fees.
  5. Only the chartered organization representative can register as multiple within a unit and then only as the committee chairman or member of committee. He or she can register only as one multiple within that unit. Only the committee chairman and members of a unit committee, are considered to be a part of that committee.
  6. Every unit must have the following positions filled: unit leader (cubmaster, scoutmaster, varsity coach, post advisor, crew advisor; committee chairman; two members of the committee.) Specific requirements for Cub Scouting include at least one tiger leader if you have any youth tiger age (first grade), at least one den leader if you have any youth that are wolf or bear age (second and third grade) and at least one Webelos leader if you have any youth that are Webelos age (fourth and fifth grade).
  7. The Quality Unit application is required regardless of your status for the current year. This is your contract with your unit to work on a quality program for your members. Training is one of the key requirements. Every member deserves trained, well informed leaders.
  8. An advancement form by the office must accompany changes on the recharter form in terms of rank achievement. All literature points to the official advancement form and or one provided by ScoutNet approved software as being the only proper method to change advancement.
  9. Only the registered institutional head is authorized to approve your unit's re-charter. This is their opportunity to review who is registered, and agree to charter a Scouting unit for another year. If there is a change of institutional head, please have them complete an application (position code "IH"). This is your opportunity to record all information about your new institutional head.
  10. The most important point is to calculate fees carefully! Check them again! Submit a single unit check to pay for the entire recharter amount.

Invite your institutional head or chartered organizational representative to some of your meetings this year so you can find out who he or she is and do at least one flag ceremony with your Scouts in uniform at one of their meetings. Do at least one service project a year for you chartering organization. Your Scouting unit is one of the organization's youth programs, and good relationships between your Scouting unit and chartering organization are the hallmark of a strong, quality program.
